The main differences between the two are the processors. The 13C 5G has a 6nm Mediatek Dimensity 6100+ processor, compared to the 4G model’s dated 12nm MediaTek Helio G85 processor. This makes the 23C 5G the more powerful and capable of the two.
Other differences lie in the cameras. The 13C 5G has an 8-megapixel selfie camera, while the 4G model has a 5-megapixel camera.
